بسم الله الرحمن الرحيم
يتقدَّم المجلس الثوري العسكري بدمشق، إلى شعبنا المثقل بالجراح بأحرّ التهاني بمناسبة عيد الفطر السعيد، أعاده الله على سوريا الحبيبة وشعبها العظيم بكل مكوناته القومية والدينية والمذهبية بالخير واليمن
وفي هذه المناسبة المباركة، نود أن نؤكِّد على مبادئنا الوطنية الثابتة
• سوريا وطن لجميع السوريين مهما اختلفت أديانهم ومذاهبهم، مسلمين ومسيحيين بكل طوائفهم
• نودُّ أن نذكِّر الجميع أننا لم نحمل السلاح ولم نتقدم بغالي التضحيات إلا لحماية شعبنا الذي خرج عاري الصدرمنادياً بالحرية، مطالباً بالكرامة، للخلاص من نظام االطاغية بشار الأسد وعائلته. ونحن نتعهد أن سلاحنا الذي لم نرفعه إلا دفاعاً عن المدنيين من أبناء شعبنا سيظل مرفوعاً حتى تحقيق أهدافنا في بناء دولة ديمقراطية مدنية حديثة يتفق عليها السوريون جميعهم، وتقوم على المسلمات الديمقراطية المتعرف عليها
• في سوريا الجديدة، العرب والأكراد والآشوريون والسريان والأرمن والتركمان والشركس وكافة القوميات الأخرى مواطنون متساوون في الحقوق والواجبات، أبناء شعب عريق لن ينجر وراء محاولات النظام تفتيت النسيج السوري المميز وزرع الفتنة الإثنية أو الطائفية بين أبناء الشعب الواحد. وإننا إذ نؤكد على المبادئ الثابتة السالفة، فإننا نودُّ أيضاً أن نتعهد بما يلي
• ملاحقة من ارتكب جرائم ضد الشعب السوري من الشبيحة والأمن والجيش على اختلاف انتماءاتهم الدينية والإثنية، ورفع الغطاء عن التجاوزات في صفوف المعارضة سواء أكانوا من المسلحين أو المدنيين، ومحاسبة المتجاوزين من عناصر الجيش الحر
• معاملة أسرى الحرب بحسب المعاهدات الدولية، مما يجعل من المتوجب علينا أن نفتح أبواب سجوننا أمام المنظمات الدولية، خصوصاً الصليب الأحمر الدولي، وأمام وسائل الإعلام العربية والعالمية لزيارة المساجين وتفقد أحوالهم والتأكد من التزامنا بكافة المواثيق الدولية
• المؤسسات العامة هي ملك الشعب وعلى الجميع، مدنيين وعسكريين، الحفاظ عليها

Revolutionary Military Council in Damascus
In the name of God the Merciful
The Revolutionary Military Council In Damascus presents, to our people laden with deep wounds, the warmest congratulations on the occasion of Eid al-Fitr, may God help return the people of Syria to their beloved great nation, with all its components, religious and sectarian, in goodness and in health.
On this blessed occasion, we would like to emphasize our solid patriotic principles:
• Syria is home to all Syrians, regardless of different religious and sectarian backgrounds; Muslims and Christians of all sects.
• We would like to remind everyone that we only carried arms and presented numerous sacrifices to protect our people, who came out bare-chested calling for freedom , calling for dignity, for salvation from the regime of the Dictator Bashar al-Assad and his family. We pledge that our weapons which we’re raised only in defense of our people, civilians, we will continue to raise until we have achieved our goals of building a modern, civil, and democratic state for all Syrians, only civilian defense of our people will continue to be brought up to achieve our goals in building a modern civil democratic state agreed upon amongst all Syrians, and standing on well-spread democratic principles.
• In our new Syria, Arabs, Kurds, Assyrians, Syrians, Armenians, Turkmen and Circassians and people of all other nationalities are citizens ,equal in rights and duties. Inheritors of a great civilization our people will not be dragged behind the regime’s attempts to break up the distinctive tissue of Syrian society , sowing the seeds of ethnic and sectarian discord amongst the sons of one people. As we emphasize the established principles the above, we would also like to pledge the following:
• That we will prosecute those who committed crimes against the Syrian people from the shabeeha, the security forces, and the army irrespective of their religious and ethnic affiliations, and lifting the lid on abuses in the ranks of the opposition, whether they are militants or civilians, and to hold abusers of the Free Syrian Army accountable for their crimes.
• That the treatment of prisoners of war will respect international treaties, which makes is necessary for us to open the doors of our prisons to international organizations, especially the International Committee of the Red Cross, and in front of the media and the Arab world to visit prisoners and inspect their conditions, and make sure of our commitment to all international conventions.
• To maintain public institutions, that are for the people and owned by them, be they civilian or military.
Long live Syria as a nation to all its children.
